Abu Dhabi has introduced digital registration for Expressions of Interest, commonly known as EOIs, for off-plan real estate projects through the Madhmoun platform. The initiative is designed to improve transparency, support investor protection, and regulate the early stages of off-plan buying.

An EOI is usually submitted by a buyer to show interest in a property before or during a project launch. In many off-plan projects, EOIs are used to reserve buyer interest before unit allocation, booking, or signing the full sale and purchase agreement.

The digital EOI process helps create a more structured and transparent journey. It allows buyer interest to be recorded through an official platform and supports stronger oversight of payments linked to off-plan project interest. Reports state that the new digital journey through Madhmoun includes mandatory escrow supervision to protect investors.
