Abu Dhabi Extends Occupancy Certificate Deadline as Property Owners Face Fines of Up to AED 1 Million

Property owners and real estate operators in Abu Dhabi have until November 30, 2026, to secure mandatory building occupancy certificates, with non-compliance potentially resulting in fines of up to AED 1 million.

Abu Dhabi Extends Occupancy Certificate Deadline as Property Owners Face Fines of Up to AED 1 Million

Abu Dhabi has extended the deadline for property owners and real estate operators to obtain mandatory occupancy certificates until November 30, 2026, giving affected parties additional time to complete inspections and meet the required regulatory standards.

The requirement forms part of Abu Dhabi’s phased Building Occupancy Certificate framework, which is designed to ensure that buildings meet required standards for health, structural stability, safety and suitability for occupation. The regulations currently cover a range of properties, including commercial and residential buildings, mixed-use developments and certain older investment villas.

Property owners who fail to obtain the required certificate within the applicable deadline could face administrative fines of up to AED 1 million, alongside requirements to rectify any outstanding violations. Once an occupancy certificate expires, use of the property may also be prohibited until the certificate is renewed.

To obtain or renew an occupancy certificate, buildings must undergo a series of inspections and compliance checks. These include assessments of structural stability, Civil Defence and fire safety, gas systems, water and plumbing infrastructure, and air-conditioning and ventilation systems.

The Abu Dhabi Real Estate Centre (ADREC) will support the implementation of the framework by reviewing municipal records and contacting owners whose properties do not meet the requirements. Buildings without a valid occupancy certificate may also be prevented from registering new lease contracts through Tawtheeq, Abu Dhabi’s official tenancy registration system.

Owners who have already initiated their applications may receive an additional six months, or another period approved by the Urban Planning and Permits Centre, to complete the required technical and regulatory procedures.

The framework is intended to strengthen building safety, improve the quality of Abu Dhabi’s property stock and support a more regulated and sustainable real estate environment. Authorities have encouraged property owners and management companies to begin the certification process as early as possible to ensure compliance before the extended deadline.
