New Abu Dhabi Real Estate Rules Strengthen Buyer Confidence

Abu Dhabi continues to strengthen its real estate framework through new regulations designed to improve transparency, governance, and investor protection. Recent decisions cover areas such as project escrow accounts, jointly owned properties, owners' committees, and procedures related to cancelled off-plan units.

These updates are important because Abu Dhabi's real estate market is growing quickly. As transaction values rise and more off-plan projects enter the market, clear rules help protect buyers, developers, investors, and owners.

Escrow regulation is especially important for off-plan buyers. Escrow accounts are used to hold payments made by buyers for a specific development project, helping ensure funds are managed under regulated conditions. ADREC's public guidance describes escrow accounts as secure, regulated bank accounts dedicated to real estate development projects.

The new framework also addresses owners' committees and jointly owned property management. This matters for buyers in apartment buildings, gated communities, and mixed-use developments, where shared facilities, service charges, and common-area management play a major role in the ownership experience.

For investors, stronger governance supports market confidence. When buyers feel more protected and regulations are clearer, the market becomes more attractive, especially for long-term and international investors.

For end-users, these regulations can make the buying process more transparent. Buyers should still review all documents carefully, including the sale and purchase agreement, payment plan, ownership details, service charges, and developer obligations.
