Abu Dhabi Strengthens Building Occupancy Certificate Requirements

Abu Dhabi's Department of Municipalities and Transport (DMT) has reinforced building occupancy certificate requirements as part of its ongoing efforts to improve property safety, regulatory compliance and building quality across the emirate.

Under the directive announced in August 2026, property owners and real estate operators were given until 16 September 2026 to apply for or renew their occupancy certificates through the Municipal e-Permitting System.

An occupancy certificate is an official municipal document confirming that a building meets applicable requirements for safe use and occupancy. The certification framework is designed to support structural safety, resident wellbeing and the long-term quality of residential properties.

The measures form part of the implementation of Administrative Decision No. 1 of 2024, which regulates Abu Dhabi's Building Occupancy and Legalisation Certificate Programme.

The initiative highlights the increasing importance of property maintenance, technical compliance and responsible building management within Abu Dhabi's real estate sector.

For landlords, property owners and management companies, the requirements reinforce the need to maintain appropriate building documentation and ensure that properties comply with applicable municipal standards.

Through stronger oversight and certification procedures, Abu Dhabi continues to promote safer buildings, improved living conditions and greater confidence in the emirate's property market.
